This critical and socionconstructionist qualitative exploratory study aims to analyze tensions between social programs implementation’s and subjectivity of those who are intervened. It seeks to contribute to understand why after implementing several social policies in the communes social problemas such as poverty, inequality and unemployment persist. The work was carried out in the commune of Lota-Chile with 15 local leaders with years of experience in these positions. As data collection technique life story was used and data analysis was done with thematic content analysis, where the construction of relations between subjects, community and State was coded. The discussion shows us the need to understand the intervention considering a relevant conjuncture with community organizations and a multidimensional perspective of problems that promote and highlight resources that own social groups have intervened.Published
