Analysis and characterization of the places declared as memory sites in Uruguay between 2018-2022

In 2018, Law No. 19,641 on the creation and declaration of Sites of Historical Memory of the Recent Past was sanctioned in Uruguay, promoted by the political work of organized civil society (victims' collectives, family members, memory and human rights activists, and trade unions). The objective of this work was to know and characterize the implementation of such regulations. For this, we analyzed quantitatively and qualitatively the characteristics of the 44 places marked ( tribute or repressive space) and declared as a site of memory (SM) between 2018 and 2022. The results show that most of these constitute decentralized markers and that a minimal proportion of them are open to the public. In turn, the sites where crimes against humanity were committed are differentiated in practice, not by their nature, but by their type of resolution (SM declaration or marking). This allows us to conclude that the implementation of the law has not shown -with few exceptions-, the recovery and refunctionalization of authentic sites in SM.Downloads
